The first job is to identify which of those constraints matters most.
Check the fundamentals
- Can search engines crawl and index the right pages?
- Does each important page match a distinct search need?
- Are titles, headings, content, and internal links clear?
- Does the website support the business's genuine local relevance?
- Do stronger competitors have a meaningful authority advantage?
- Are important pages easy for visitors to use on mobile?
Improve existing pages before multiplying them
Many sites create new pages when the better answer is to strengthen an existing one. If two keyword families have essentially the same intent, combining them into one better page can concentrate relevance and internal authority.
Create a new page when the visitor genuinely expects a different destination or outcome.
Use search data to guide the next improvement
Search Console can reveal pages beginning to earn impressions for terms they only partially cover. Those queries can suggest stronger sections, better internal links, clearer titles, or a new page when the intent truly differs.
That creates a practical improvement loop instead of publishing blindly.
